Where do all the long boards go?
Most short length floors are going to be the prefinished type, at least when looking at solid wood. For example, a large mill sells an unfinished solid tongue and groove floor in 8'-16' lengths, they also sell 1" material, in those same lengths, to millworks where they produce their own flooring or siding. So what do you think happens to the 7' and under boards? Now that we understand where all the long boards go, we can look at the market for these short boards. Prefinished Flooring that ends up in retail shops and box stores comes from this material, which by the way, almost always has some for of defect to be culled at finishers shop lowering average lengths to the industry average of 33" for first run boards.

Tongue and Groove all four sides is the same as saying the floor is end-matched. End-matching goes hand in hand with short boards for a couple of reasons. First and foremost is installation as these floors are like putting together a small puzzle. The second is stability which unlike long length wood floors, you cannot stagger every 3' (example) because you have more than half the boards under that length. Want to stagger every 1'? No you don't.
